Paraphrase

Bēl-eṭēri-Šamaš, son of Aplāja, owes (ina muḫḫi) 65;3.2.0 gurs of barley, royal property (makkūr šarri), which is handled by (ša qātē) Bēl-eṭēri-Šamaš, son of Zarīqu-ēreš.

Bēl-eṭēri-Šamaš (son of Aplāja) will pay it back, in the principal amount (i.e., no interest) at the royal quay in Ālu-ša-Ardāni in the month simanu(= third month).

3 witnesses, partly broken, and 1 scribe: Taqīš, [son of …], […]-šunu, son of Bēl-bulissu, […], and the scribe Ajakku-iddin, the son of Nabû-aḫu-iddin.
