Paraphrase

Letter or Ninurta-šarru-uṣur (Royal Resident, qīpu) to Mušēzib-Bēl (/Nabû-zēru-iddin//Erībšu, blacksmith, oblate?, širku?) and Ibni-Ištar (/Bēl-upaḫḫir//Nagāru, blacksmith), “his brothers”, reprimanding them for hiding barley from his messenger and keeping barley for themselves. In closing, he swears that the recipients will have finish the work before the end of the month Simānu.
