Paraphrase

Letter by the king (Nabû-kudurrī-uṣur = Nebuchadnezzar II) to Ninurta-šarru-uṣur (Royal Resident, qīpu), remnidng him not to be negligent (lā šelû) about the service (maṣṣartu) of the Eanna, the schedule for regular offerings (ginû) and allocating material for the foundation of the temple, telling him to get everything ready for the sender's arrival for prayer, and that he will do everything so that it will be perfect.
