Paraphrase

Letter by the king (Nabû-kudurrī-uṣur = Nebuchadnezzar II) to Nādinu (Nabû-nādin-šumi/Bēl-šumu-iškun//Dābibī, High Priest, šatammu) (no appellation), ordering him to send all the men Iqīšaya (I) gathered and the chiefs of fifty (rab ḫanšē), the elders of (tp)Ālu-ša-ṭupšarri (“the village of the scribe”) and all the archers he obtained from I. After a break, in closing, he reminds the recipient not to be negligent (lā šelû) about everything the sender wrote to him about.
