Paraphrase

Letter of Zēria (Governor, bēl pīḫāti) to the Royal Resident (qīpu), the High Priest (šatammu) and Marduk-ēṭir (/Bēl-šumu-iškun//Dābibī, Temple Scribe, ṭupšar bīti), “his brothers”, reminding them that they should have equipped the weaver and washerman (ašlāku) they sent to him with lubāru-garments (lubāru). He informs them that he gave the two men 4 vats (dannu) of wine and 4 šappatu-containers of (tp)Izallu-wine and other necessities (ḫišiḫtu), as discussed.
