Paraphrase

This receipt documents that Bēl-eṭēri-Šamaš paid silver for sheep and “according to the value of tin” (kī pīannaki): It says that since the 1st day of the month tašrītu (= seventh month) of the first regnal year of Cyrus, king of Babylon, Itti-Šamaš-balāṭu, son of Širiktu, has received one and five-sixths of a mina of silver out of the hands (ina qātī) of Bēl-eṭēri-Šamaš, son of Aplāja. The silver, which Bēl-eṭēri-Šamaš gave to Itti-Šamaš-balāṭu includes (adi) silver in exchange for sheep and silver according to the value of tin (kī pī annaki). Both transactions occurred in the presence (ina ašābi) of Anu-zēru-iqīša.

Then the tablet is sealed with a stamp seal on the lower obverse.

On the reverse follows a list of four witnesses and a scribe: Nusku-erība, son of Līšir, Enlil-mukīn-apli, son of Gula-šumu-līšir, Libluṭ, son of Nabû-ēṭir, Bēlšunu, son of Arad-Ninurta, and the scribe: Enlil-uballiṭ, son of Pir’u.
