Paraphrase

Letter by [PN] and Bēl-uṣur to Bēl-aḫu-uṣur, “his brother” (singular, the entire letter is phrased in the singular), complaining about deliveries of flour in leather pouches (ḫindu) which did not contain the amount that was written on the outside of the pouches as welll as that no scribe (ṭupšarru) or anyone who could take responsibility were present, with the sender self-designating as a slave (lamutānu). He quotes a previous statement made in the presence of the recipient by Nādinu (possibly /Bēl-aḫḫē-iqīša//Egibi, temple scribe, ṭupšarru ša Eanna [?]) (N), urging Iddinaya (I) not to waste time (nubattu lā bâtu), adding that once the recipient arrives, I will be able to leave. Because the recipient did not come to the senders, they fear that Šamaš-erība, chief of outposts (rab kādāni), will approach them as there is no-one at the outpost. They state that this is not okay and that they will not give him anything. Also, the sender complains that no-one authorized to make decisions was with him when the chief of the prison (rab bīt kīli, here rab kīli) requested barley and beer from him. In broken context, after a massive break, the sender swears […] by Bēl, Nabû and the majesty of the king, likely mentions N again and threatens to talk to Gubāru (Governor [paḫātu] of Babylonia and Across-the-River) because of the recipient.
