Paraphrase

5 minas of silver are owed to the temple by (ina muḫḫi) Nabû-mār-šarri-uṣur (NMŠU), the deputy governor (šanû) of the Sealand. It is silver concerning the (building) of the wall of Babylon, that Tarību (T), the Overseer of Eanna (bēl piqitti) put (epēšu) at the expense of NMŠU. In m.III he will pay (nadānu) the silver in its initial amount to Sîn-iddin, the Royal Resident (qīpu) of Eanna, and the temple officials (bēl piqnēti). This is apart from the debt notes (u’iltu) of T over baked bricks (agurru), that are owed by Ea-ušallim, Amurru-hasanu (and) Bēl-aḫḫē-erība, the officials (bēl piqnēti) of the Sealand. 

4 witnesses are listed, including Nabû-šarru-uṣur/Nabû-zēru-iqīša, the Aramaic scribe (sēpiru) of the Carians (bannēšāya), and Nabû-bān-zēri, the royal courtier (ša rēš šarri). The scribe is Erība/Nabû-mušētiq-uddî, in Babylon.
