Paraphrase

Letter of Marduk-zākir-šumi (city governor, šākin ṭēmi, of Babylon, MZŠ), to Kināya (= Nabû-mukīn-apli/Nādinu//Dābibī), High Priest of Eanna (šatammu), and Nabû-aḫu-iddin, Royal Overseer of Eanna (ša rēš šarri bēl piqitti), "his brothers", quoting a complaint by Nabû-nādin-apli (NNA) about outstanding claims and an unwillingness by the involved parties to cooperate in order to handle the situation. MZŠ now tells the recipients that nobody should intervene with whoever NNA and the sender’s messenger detain. They should be sent to him to have their case heard and decided.
