Paraphrase

Letter of Anu-šarru-uṣur (AŠU) (Royal Resident, qīpu) to Nabû-mukīn-apli (/Nādinu//Dābibī)  (High Priest, šatammu) and Nabû-aḫu-iddin (Royal Overseer, ša rēš šarri bēl piqitti), "his brothers", about an inspection of his workforce by Kalbi-Marduk (KM), Chief of Fodder (rab kissati). The official found only 121 active workers from the checklist while the rest was missing, dead or captured. KM therefore threatened to write to Gubāru (Governor of Babylonia and Across the River) to report the temple to him, but AŠU intervened. AŠU therefore requests that the temple send men to him according to the writing boards (lē’u) of Nebuchadnezzar and Neriglissar, and not to send men anywhere else before his contingent is full. He also threatens to withdraw his protection and speak to the Governor of Babylonia and Across the Riverhimself if they do not carry out AŠU’s orders. In addition, AŠU complains that he has no easy access to a market but has to pay 0;1 per 1;0 in transport costs (gamāru). An unclear passage is followed by a request for 10 well-equipped (šuršudu) and strong (pitnu) donkeys and donkey drivers and to give wool of a charioteer (?, mār damqa) to Urdimmu-ilūa (UI). In closing, AŠU stresses that he wants to hear from the recipients via UI quickly (kapdu, ṭēmu lū šemû).
