Paraphrase

Letter of Innin-zēru-ušabši (possibly /Balāssu) to Nabû-aḫḫē-iddin (High Priest, šatammu), “his lord”, informing him that he only received 80 workers and that there is no chief of ten (rab ešerti) with them. The sender will therefore employ130 hired workers. The sender emphatically requests 100 workers and a chief of ten (rab ešerti), warning that the work is mostly done by hired workers, not by the workmen linked to the temple.
