Paraphrase

Broken protocol of a legal dispute about land (qaqqaru) of the Lady of Uruk in the irrigation district (tamirtu) (tp)Dūr Ugumu. 3 men from Borsippa (Nabû-šumu-ukīn, Nabû-udammiq, and Tabnēa) came as messengers of the king to supervise (ina muḫḫi uzuzzu) Balāṭu/Zabidāya and Bēl-aḫḫē-iddin/Bēlšunu litigating (dīnu dabābu) about this land with the Dūr Ugumeans and losing their case (ina qātē târu). The Dūr-Ugumeans had stated that a half-share in this district belongs to the Lady of Uruk. During the rest of the hearing Bānītušu/[...]-Ištar//Nabû-udammiq and [...]/Nabû-udammiq(?)//Bāʼiru were mentioned.
