Paraphrase

Letter of Nabû-[…] to the Royal Resident (qīpu) and Marduk-ēṭir (/Bēl-šumu-iškun//Dābibī, Temple Scribe, ṭupšar bīti), “his brothers”, about a man named Marduk-ēṭir (ME) whom he sent to them, telling them something about ME’s household with regard to a Bēl-aḫu-iddin in a broken passage and not to release some priests (kurgarrû). He tells the recipients that ME should not waste time (nubattu lā bâtu) until he equips 2 priests (kurgarrû) to be sent to the sender for the king. In closing, the urges (ḫanṭiš) the recipients for the arrival of priests as there are none with him.
