Paraphrase

Letter of Amurru-udammiq (Royal Resident, qīpu) to Nabû-nādin-šumi  (/Bēl-šumu-iškun//Dābibī, High Priest, šatammu) and Marduk-ēṭir (/Bēl-šumu-iškun//Dābibī, Temple Scribe, ṭupšar bīti), “his brothers”, telling them to write up a letter in the name of all three high officials of Eanna. This letter should be given to Ṣillāya (Ṣ). Ṣ should then take the barley of ... (unclear) and should give it as a replacement to the temple (bīt* ili*).
