Paraphrase

Letter of Ṣidqi (Ṣ) to the High Priest (šatammu, likely Kudurru = crown-prince Nabû-kudurri-uṣur) and the Temple Scribe (likely Marduk-šākin-šumi/Bēl-šumu-iškun//Dābibī), “his lords”, about Nabû-zēru-iqīša/Balāssu (NZI), a Urukean member of the reserve (kutallu) and a servant (ardu) of Rišānna (R). NZI and R owe a debt of gold, but fled to where the recipients are when an attempt was made to have the debt collected. Now the king wrote to the sender about NZI. Ṣ now sends Kinû, a royal messenger, and his own messenger to the recipients to pick up NZI, whom the recipients should find and arrest (ṣābit qātē) by word of the king (amāt šarri). The letter emphazises on the importance of this task (kī nakutti šapāru, lā šelû). In closing, the sender self-designates as the addressee’s (sg.) servant (ardu).
