Paraphrase

Letter of Arad-M[arduk] and Ilu-dannu-aḫḫēšu-ibni to the High Priest (of Eanna, šatammu) and Nabû-aḫu-iddin (Royal Overseer, ša rēš šarri bēl piqitti), “his (singular) lords”, reporting that a lot of ships sank on the (tp)Ulai-river. After a broken passage, they mention a ship going to (tp)Udannu and that ships have not yet been released. They request silver, boatmen and (travel) provisions. They inform the recipients that the waterway out of Babylon is ready, but a ship trying to go to (tp)Tillu-ša-[x] is being held back.
