Paraphrase

Badly broken letter of [PN1] to [PN2], complaining that the sender sent the recipient to Napūgu (/Gubāru, Gubāru is the Governor of Babylonia and Across-the-River at this time) with something, but the recipient did not comply. The letter mentions a messenger and a message in broken context. The sender states his willingness to get witnesses to prevent wool from being lost through another shepherd and implores the recipient not to give wool to anyone else. The last broken section mentions orders which will come and actions to be taken until then.
