Paraphrase

Šamaš-kīnu (ŠK), the criminal (sarru), stole (ina sarti abāku) 6 bovines from Nabû-nādin-šumi/Aplāya//Rē’û, belonging to the Lady-of-Uruk. He (ŠK) was catched (ṣabātu) by Nergal-bāni, the guard (maṣṣaru), who sent him to Nabû-šarru-uṣur (NŠU), the Royal Overseer of Eanna (ša rēš šarri bēl piqitti), Gabbi-ilī-šarru-uṣur the Royal Resident of Eanna (qīpu) and the officials of Eanna (bēl piqnēti). NŠU gave him (ŠK) to Nabû-mukīn-apli (NMA), the chief of the Cattle Pens (rab qannāti) and asked him to let ŠK show him the other criminals that were with him and to bring him (abāku).

ŠK said that Bēl-nā’id/Hāmmaruru, Bēl-aḫḫē-iqīša/Hāmmaruru and Rīḫētu/Ḫagira’a were the criminals with him. NMA will bring them to NŠU and the officials of Eanna and will carry out their interrogation (maš’altu).
