Paraphrase

Wool and goat hair (that were issued to?) female overseers (šakintu) (and weavers). 

The first section lists a total of 46 talents (plus …), in sum 50 talents of goat hair (…). (Nbn.)04. The recipients are broken. 

The second section contains largely broken entries of talents and minas assigned to different people. Those who are legible are: Zababa-šarru-uṣur (ZŠU), the weaver (x talents 15 minas), (f)Ēṭirtu (E), of the crown prince’s estate (bīt ridûti) (x talents, 30 minas), Arad-Nabû (AN), the weaver (amount broken), (f)(…)-rāmat, the overseer of the crown prince’s estate. 40 talents of wool (…) (tp)Madakalšu. (Nbn.)05.

The reverse continues listing quantities of wool and recipients, some of who are the same as those on the obverse: (f)Bānītu-Esagil, the overseer (31 talents), ZŠU (2 talents), Nanaya-iddin, the weaver (1 talent 10 minas), Tudadi, the bleacher (pūṣāyu) (1 talents 18 minas), E (10 talents), AN (1 talent) – in sum: 46 talents 28 minas of wool for the female overseers and weavers, Nbn.05. 

Grand total: 160 talents 25 minas of wool, 90 talents (of goat hair). 

This is without 1000 talents of wool of Nabû-ušēzib, the gatekeeper (rab bābi). Included are 18 minas of silver for 3 years, at the disposal (ina pāni) of Egāšu, Keeper of the Royal Box (ša muḫḫi quppi šarri).
