Paraphrase

Šamaš-aḫu-iddin/Nabû-šumu-ibni, Ātanaḫ, dependant of Ša-Nabû-ṭubbu, Aḫu-ēdu/Nabû-ušallim, Ana-bītišu/Uruk-likūn, of whom Innin-šumu-uṣur/Bēl-aḫḫē-iddin (IŠU), the Chief of Levies (rab kiṣri) said: 

“They are listed (šaṭāru) neither among the bowmen (qaštu) in service of the king, nor in service of the Governor of the Sealand (šākin māti), nor among the work of (tp)Raqqat-Šamaš, nor with the ploughmen (ikkaru). 

Nabû-šarru-uṣur, the Royal Overseer (bēl piqitti) of Eanna, gave (nadānu) them to IŠU instead of Nanaya-ēreš/Ṣillāya (NE), Šamaš-aḫu-iddin/Ṣillāya (brothers), and Rēmūtu/Nabû-nāṣir and Lūṣi-ana-nūri, a total of 4 men who are dead, and Ṣillāya/Zabidāya, an infirm old man, that are among the bowmen of NE.”
