Paraphrase

Issue concerning the mustering of archers.

The text opens with a list of the chiefs of ten (rab ešerti):

Ibni-Ištar/Nabû-aḫḫē-šullim

Nergal-šumu-ibni/Aḫḫēšāya

Iqīša/Nanāya-ēreš

Mukkêa/Marduk

Nabû-mušētiq-uddi/Nabû-šumu-iddin

Nādinu/Ea-mušallim

Nabû-nāṣir/Lāqīp

and Nergal-nāṣir/Bēl-aḫḫē-erība

They are required to levy (dekû) seventy archers of the shepherds (qašti ša rē’i) of the Lady of Uruk by the (tp)Tigris and to deliver them by the 20th of m.V at the (tp)Tigris to Zēr-kitti-līšir/Nergal-mušallim, chief of the archers (rab qašti).

Any man who fails to present his archer at the outpost (bīt kādi) before the 20th of m.V and to perform the king’s watch, non-compliance will result in the king’s punishment (ḫīṭu clause).

In the presence of Nabû-šarru-uṣur, the Royal Overseer (ša rēš šarri bēl piqitti). 5 witnesses and the scribe: Nādinu/Bēl-aḫḫē-iqīša//Egibi

The fourth witness is a scribe of Eanna: Šumāya/Ibni-Ištar//Ašlāku
