Paraphrase

Ṣillāya/Mannu-kā-ḫuṣṣu (Ṣ) will bring 10 adult ewes, 10 lambs and 10 goats to Eanna. These animals are owed by Nabû-damiq-ilī/Abī-rāmu as a shortfall (miṭītu) from the 13th year (of Nbk.II? See the issue's date)

Ṣ will deliver them by m.IV. If he does not, he will pay 1 mina 30 shekels of silver to Eanna.

Ṣ swears by Bēl and the king that he will bring the animals, before m.IV ends (qatû) (stated in direct speech).
