Paraphrase

Letter by Kalbāya (K) (likely /Iqīša//Basia, a rent farmer, ša muḫḫi sūti) to Nabû-aḫu-iddin (NAI) (Royal Overseer, ša rēš šarri bēl piqitti), "his lord", about a previous letter by NAI which stated that men were going to (tp)Taḫuṭa and that there were no plowmen. K reports that plowman who had fled were captured and delivered to him in fetters, but that all plowmen escaped (again), impairing K’s work. K informs NAI that he will give a small amount of barley to Šamaš-erība and to the workers of (tp)Raqqat-Šamaš. In closing, he tells NAI about a planned meeting with Bēl-ibni and that he will go to (tp)Taḫūṭa with the recipient.
