Paraphrase

A group of city elders (šibūtu) of the town (tp)Bīt-Ṣapṣap swear by Bēl, Nabû, the majesty (adê) of the king, and the crown prince to Achaemenid officials that there is no thief (sarru), aggressor (tēbû), claimant (pāqiru) or [...] among them. [...] If they do not guard, and do not come out (? aṣû), so that later a male or female fugitive (ḫalqu) of the šaknu-official or an untrustworthy owner (? EN la ták?-kál) is seen in their city, or an informer (bātiqu) turns up against them, they shall die. Il-aḫab/Šalām-il, paqdu!?-official (lit.: lúpa-qú-ú, or: lúSIPA-ú, shepherd) of the crown prince, guarantees for guarding (maṣṣartu) his (tool)shed? (maškattu?). If he does not guard, and does not come out(?) to help(?) (ḫamatu?) the city, he shall die.

The city elders are: [...]-ti-ia, courtier (responsible for “fields”?), Addu?-ušqummu/[...]-Addu, Nabû-šarru-uṣur/Libluṭ, Iddināya/Nabû-aḫu-ukīn, Arad-Bēl/Bēl-uballiṭ, and Abia-(a)piltin/Nannia.

The officials are: Adad-irʼanni, overseer (ša muḫḫi) of the Ḫatalleans, Nabû-nāṣir, overseer of the Arabs, the royal courtier (ša rēš šarri) Ramîa, the Choresmian Dadaparna, whom Gubāru appointed as messenger(s) (mār šipri).
