Paraphrase

Nabû-aḫḫē-šullim/Balāṭu (NAŠ) owes 380;0 of barley, his rental payment (sūtu) in (tp)Bīt-Nabû, property of the Lady of Uruk and Nanāya, part of the fixed rent (sūtu) of Šumu-ukīn/Bēl-zēri//Basia, the rent farmer (ša muḫḫi sūti) of the Lady of Uruk (who had leased the license to collect rent on behalf of the temple). NAŠ will deliver it in m.[x] in the measure (mašīḫu) of the Lady of Uruk.
