Paraphrase

Nidinti-Bēl/Nabû-mukīn-zēri//Dābibī (NB), High Priest (šatammu) of Eanna, and Nabû-aḫu-iddin (NAI), Royal Overseer (ša rēš šarri bēl piqitti) of Eanna, seek approval for a consecration. They tell 17 men, temple enterers (ērib bīti), overseers (šāpiru) of brewers (sirāšu), bakers (nuḫatimmu), butchers, Babylonians and Urukeans, the priestly assembly (kiništu) of Eanna, that Nabû-bān-aḫi/Kabtia//Balāṭu (NBA), a temple enterer of Kanisurra, sealed a record of adoption for Dayyān-Marduk/Nabû-aḫḫē-bulliṭ//Balāṭu (DM), the son of his father’s brother, assigned to him his prebend (isqu) as temple enterer of Kanisurra, and brought him to NB and NBA for consecration (gullubu). NB and NBA say that they did not want to consecrate him alone, but made him wait for the decision (milku) of all the men recorded in this text, who now confirm to NB and NBA that DM is suitable (lit.: good, ṭābu) for this position, because his physical father was a former temple enterer of Ištar of Uruk, and so is his elder brother from the same mother, Marduk-šumu-iddin. Also, he is not known for any illicit behavior (sipru).
