Paraphrase

Zēria, Nabû-zēru-ibni, Aḫḫēšāya and ... (Balāṭu?) have delivered (maḫāru) 4 minas and [...] shekels of silver for the wool that has been shorn in the countryside, including 1 mina of silver for which Arad-Innin/Kūnāya has guaranteed. Bēlšunu/Kudurru has guaranteed for 5 1/3 minas and 1 shekel of silver, corresponding to (kī) their remainder (rēḫu) in wool.

The name of the king is not preserved. Arad-Innin/Kūnāya was active in the reigns of Npl and Nbk; see Kleber 2017: 177.
