Paraphrase

Fragmentary list of allocations of silver and other goods, including dates, (woven) fabric (miḫṣu), blue wool (takiltu), fresh from the cauldron (ša pî ruqqi). A part of the silver is (a compensation) for the purchase (šīmu) of goods, including wool.
