Paraphrase

Note of obligation (ina muḫḫi) of Ištarān-zēru-ibni/Sîn-iddin, Gimillu/Zēria//Šigua, Bēlšunu/Nabû-aḫḫē-iddin//Egibi, Nabû-bān-aḫi/Ibnāya//Ekur-zākir, Innin-zēru-ušabši/Balāssu to repay 1/2 minas and 7 shekels of silver, which is the purchase price of 32;0 barley for the sacrificial commodities and priestly remuneration (maššartu) of m.X for brewers (sirāšû) and bakers (nuḫatimmu) to Nabû-rīmanni/Bēl-aḫḫē-erība//Nagāru.

They are to deliver it from Eanna in m.XII. If not, the will repay him in form of wool in m.II corresponding to the outstanding silver amount.
