Paraphrase

Bēl-nā’id delivers (maḫāru) [x]+1;0 barley in exchange (šupêltu) for 6;0 dates from the 3rd year, which were given for the allowances (kurummatu) of the runners (musaḫḫiru) of Nabû-šarru-uṣur in m.X.

Nabû-šarru-uṣur is presumably the Royal Overseer (bēl piqitti) of Eanna.
