Paraphrase

Nabû-mukīn-apli/Nādinu//Dābibī (NMA), High Priest (šatammu) of Eanna, and Nabû-aḫu-iddin (NAI), Royal Overseer (ša rēš šarri bēl piqitti) of Eanna, investigated (arkatu šaʼālu) (f)Liʼidu/Šamaš-bān-aḫi ((f)L) (daughter of Šamaš-bān-aḫi/Nabû-nādin-šumi//Kurī), who performed (leqû) a rite (parṣu) in the temples (bītānu).  The temple enterers (ērib bīti) of Ištar of Uruk [...] and the priestly assembly (kiništu) of Eanna, who clarified (ḫarāṣu) the affair (ṭēmu) about (šá) (f)L [...] the (lit.: their) assembly (puḫru), said to NMA and NAI, that in Nbn.05 he (or: they? i.e. the husband and/or father of (f)L?) took (an active part or a share in) the ḫarû-offering of/for the [...], which has been clarified (or: prepared?) (ḫarāṣu) in Babylon and Borsippa. They continue with a report about Šumu-ukīn/Bēl-zēri (ŠU), first husband of (f)Buʼītu, who did not bear him any son or daughter, until he married (f)L in year [...], and that after ŠUʼs death in (Nbn.)10 [...] (f)L did not remarry (lit.: live in wifehood) for 3 years. In order to give (nadānu) [...] of/for the ḫarû-offering, which [...] in Babylon and Borsippa, (f)L, who has no share(?) in the rite of the ḫarû-offering, clothed herself (ḫalāpu N) in [... and(?)] a dīdū-garment, [...], approached (ṭeḫû) the temples of Eanna for [...] rite, and entered the perfumersʼ workshop (bīt ḫilṣi) of Eanna. NMA and NAI took counsel (malāku) with the temple enterers and the priestly assembly of Eanna. [...] and the temple enterers said that (f)L shall not(?)  [...] in a dīdū-garment, forfeit(?) (qātu elû) [...]... and enter the perfumersʼs workshop of Eanna.
