Paraphrase

Letter of Nabû-mukīn-apli (/Nādinu//Dābibī, High Priest, šatammu) (NMA) to Šamaš-mukīn-apli (/Madānu-aḫḫē-iddin//Šigûˀa, overseer of brewers, šāpiru ša sirašê), Lâbâši-Marduk (/Arad-Bēl//Egibi, overseer, šāpiru and baker, likely overseer of bakers, šāpiru ša nuḫatimmī), and Iddināya, "his brothers", telling them to give a small golden sacred staff (ḫuṭāru) stored in the granary (T: plural, bīt karê) with a large sacred staff (ḫuṭāru) to Aplāya and Gimillu (likely /Innin-šumu-ibni, at this time likely overseer of remainders, ša muḫḫi rēḫāni) so that they take it with them on their ship as they have been sent to get Dilmun dates for the regular offering. NMA then tells them that someone should assume warranty for the son of Gimillu//Aḫulap-Ištar (uncertain: filiation or family name) who is being held in the granary (T: plural, bīt karê) until they come. He should be given to the Governor (šākin ṭēmi), who has written about him. In closing, he reminds the recipients not to be negligent (lā šelû) about the meal (offering) (naptanu) and the flour for the šalām-bīti-ceremony.
