Paraphrase

Settlement of accounts (nikkassu epēšu) of silver, barley and bitumen (kupru) for the rations (kurummatu) of the oblates working at the (tp)Raqqat-Šamaš, given out (nadānu) by Atkal-ana-Bēl(AAB) for the Royal Resident (qīpu) and scribes. The accounts were made with the High Priest (šatammu) and the scribes of Eanna (ṭupšar Eanna):

 13,000 bitumen, purchase price of 15+[x] minas of silver, levied (dekû) 14 talents for 1 shekel silver for the work done at the UMAḪ.NIN.GAR of Šamaš for the Royal Resident and the scribe. 
1,040 kor for the rations of the oblates for the work done at the (tp)Raqqat-Šamaš, given to Innin-zēru-ušabši/Arad-Nabû and Nabû-bān-aḫi/Arad-Nabû (NBA). 
30 kor barley for the rations of the oblates. Broken passage referring to Nabû-ēreš, Bēl-iqīša and boatmen (malāḫu). 
27 2/3 minas [x] shekels silver of the year [x].
1,085 kor barley of the oblates for the work done at the (tp)Raqqat-Šamaš, given to NBA.
NBA put down (šakānu) 8 minas 15 shekels […] 0;1.4 from 3;0 barley to the witnesses […].

In total [x] talents [x] minas [x] 3-ut shekels 1 shekel silver of AAB in the accounts from 3 minas 50 shekels silver, remainder (rēḫu) of silver of the accounts made of the year 21 for AAB, delayed (etēqu).

 [x] minas in silver, capital sum, which in the palace is from Dādia, the palace scribe (ṭupšar ekalli) .
