Paraphrase

On the day a witness comes up and testifies (kânu) that Bēl-tuklatūa (BT), the slave (qallu) of Nabû-mukīn-zēri, sold for silver the camel, which carried the royal allocations (kurummatu ša šarri) to (tp)Teima and (which) he brought back (here), BT shall repay the camel thirtyfold to the Eanna, as the witness testifies. 

In the presence of Nabû-šarru-uṣur, the Royal Overseer of the Eanna (ša rēš šarri bēl piqitti ajakki)
