Paraphrase

Letter of Nabû-aḫu-iddin (NAI) (Royal Overseer, ša rēš šarri bēl piqitti) to the High Priest (šatammu, likely Nabû-mukīn-apli/Nādinu//Dābibī), "his brother", about the High Priest’s concerns about silver and wool. NAI possibly offers to trade places with the High Priest. NAI asks the recipient to mobilize plowmen alongside the Royal Canal and of (tp)Angillu for work and for digging canals. NAI also reminds the High Priest that plowmen entrusted to Guzānu (G) are not doing their work because G himself is strolling around in Uruk. Their work is supposed to make up for their outstanding obligations (rēḫu) at the temple.
