Paraphrase

Concerning the 80 big sheep, property of Ištar of Uruk and Nanāya, which Nabû-aḫu-iddin (NAI), royal courtier of the agent (ša-rēš-šarri bēl-piqitti) of Eanna, by the written order of Gubāru (G), governor (pīḫātu) of Babylon and Across-the-River (ebir-nāri), brought to (abāku) to the fattening shed (bīt urê) of Ištar of Uruk and entrusted (paqādu) them for the royal provisioning to Zēria/Nanāya-ēreš (Z). On Cam 02-VIII-17 Z will bring the sheep to (tp)Amanu and give them for the royal provisioning to Nabu-mukīn-apli, High Priest (šatammu) of Eanna (NMA), and NAI. If, at the agreed upon date, Z will not bring the sheep to the house of the royal provisioning and not give them to NMA and NAI, he will bear (šadādu) the punishment (ḫīṭu) of G. Written in the presence of (ina ušuzzi) NAI. 6 witnesses, including EN.KAR-Nabû, with a broken title, and the scribe Marduk-nāṣir/Madānu-aḫḫē-iddin/Šigûa.
