Paraphrase

The Royal Residents (qīpu) and freemen (mār-banî), on behalf of the royal courtier of the agent (ša-rēš-šarri bēl-piqitti) of Eanna Nabû-mukīn-zēri, told (qabû) Iqīšāya/Nanāya-ēreš, Šamaš-zēru-iqīša/Ištar-šumu-uṣur, Ibnāya/Nabû-aḫḫē-šullim and Ibni-Ištar/Šumu-ukīn to go (alāku) and cause the architects (itinnu) from among the shepherds to be present (izuzzu Š) in the guard-house (bīt kādāni) at the (tp)Great River (nāru rabû) according to the yearly agreement. Written in the presence of (ina ušuzzi) the Royal Representative (qīpu) of Eanna Anu-šarru-uṣur, the šešgallu-priest of Eanna Rēmūt-Bēl/Bēl-uballiṭ/Gimil-Nanāya and the royal courtier of the royal cashier (ša-rēš-šarri ša muḫḫi quppi ša šarri) of Eanna Silim-ilī. 3 witnesses and scribe Gimillu/Ištar-zēru-iddin.
