Paraphrase

Hiring of a supervisor of sheep provisioning for the offerings of Ištar. Arrabi/Gudadu, temple shepherd (nāqidu ša ṣēni) under the orders of Arad-Bēl, is presented by his superior to Nabû-mukīn-apli/Nādinu//Dābibī, bishop (šatammu) of Eanna, Nabû-aḫu-iddin, royal representative (ša rēš šarri) and commissioner (bēl piqitti) of Eanna, as the person in charge of the provisioning of sheep for the offerings of Ištar. He must bring a number of them the next day after their shearing and will be responsible for any cultic interruptions due to his future, possible, failures. The procedure is witnessed by Nabû-mukīn-apli/Nādinu//Dābibī, bishop (šatammu) of Eanna, Nabû-aḫu-iddin, royal representative (ša rēš šarri) and commissioner (bēl piqitti) of Eanna. Two witnesses and Arad-Marduk/Marduk-šumu-iddin//Bēl-aplu-uṣur, the scribe.
