Zababa-ēreš/Nabû-balāssu-iqbi, who identifies himself as a citizen from Kiš, will not be seen with (f)Šannāya, a female oblate of the Lady of Uruk. Non-compliance will result in the punishment of Gubāru, the Governor (paḫātu) of Babylonia and Across-the-River (ḫīṭu clause).
